No individual shall operate, use or ride any skateboard on any roadway, alleyway or public sidewalk within those areas of the City designated in the Zoning Code as a Central Commercial or Institutional District. In addition, no person shall operate, use or ride a skateboard on any property or in any facility owned, operated or leased by the City, the School District of the City or any Municipal entity created thereby. In addition, no person shall operate, use or ride a skateboard on State Street or on sidewalks adjacent thereto at any point between the intersections of State Street with State Line Road and Buhl Boulevard.
