No person shall drive or cause to be driven any gasoline, steam or electrically propelled vehicle or horse drawn vehicle, or ride, drive, lead or cause to be ridden, driven or lead, any horse or other animal, on or across any public sidewalk within the City, or upon any lawn or other private property, to the damage thereof, or hitch or otherwise fasten, or cause to be hitched or otherwise fastened, any horse or other animal to any shade tree or shrubbery or to any fence within the limits of the City.
