No person shall construct, maintain or allow to remain along any of the streets, lanes, alleys or other public places in the City, any fence made in whole or in part of barbed wire. The penalty hereinafter provided may be imposed upon the owner, lessee or person in control of such property wherein or along which such fence is built, maintained or allowed to remain.
