No operator of a motor vehicle shall play, or allow to be played, within the motor vehicle that he or she is operating, any radio, music player or audio system at such a volume as to disturb the quiet, comfort or repose of any other person by playing the radio, music player or audio system within the vehicle at such a volume that it is plainly audible to a person located at a distance of fifty feet or greater from such vehicle.
