(a) There is hereby established in the City a curfew hour which shall be 11:00 p.m. each evening and which shall continue until 7:00 a.m. each following morning. During this period, no person under the age of eighteen years shall be on the streets or in public places unless escorted by one or both of such person's parents or by someone who stands in loco parentis to such person, provided, however, that upon proper application, the City will issue work permits for certain designated places and times, at which places and times, and reasonable periods before and afterward for going to and returning from work, such persons shall not be subject to the provisions of this section, provided that such persons carry with them at such times such work permit.
(b) No parent or other person standing in loco parentis to a minor shall knowingly permit such minor to violate subsection (a) hereof.
