(a) Every person riding a pedalcycle upon a roadway shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by traffic ordinances of the City and by the Vehicle Code of the Commonwealth, except as to those provisions of ordinances which by their nature can have no application.
(b) The provisions of this chapter apply whenever a pedalcycle is operated upon a highway or upon any path set aside for the exclusive use of pedalcycles subject to the exceptions stated in subsection (a) hereof.
