462.06 LICENSE PLATE.
   (a)   The Bureau of Fire, upon issuing a pedalcycle license, shall also issue a license plate bearing the license number assigned to the pedalcycle, the name of the City and the calendar year for which issued.
   (b)   The Bureau of Fire shall cause such license plate to be firmly attached to the rear mudguard or frame of the pedalcycle for which issued, in such a position as to be plainly visible from the rear.
   (c)   No person shall remove a license plate from a pedalcycle during the period for which issued except upon transfer of ownership or in the event the pedalcycle is dismantled and no longer operated upon any street in the City.
   (d)   No person shall willfully or maliciously remove, destroy, mutilate or alter the number of any pedalcycle frame or part thereof registered pursuant to this chapter.
   However, nothing in this chapter shall prohibit the Bureau of Fire from stamping numbers on the frames of pedalcycles on which no serial number can be found or on which such number is illegible or insufficient for identification purposes.
