(a) The Bureau of Fire, upon receiving proper application therefor, is authorized to issue a pedalcycle license which shall be effective for the balance of that calendar year.
(b) The Bureau of Fire shall not issue a license for any pedalcycle when it knows or has reason to believe that the applicant is not the owner of or entitled to the possession of such pedalcycle.
(c) The Bureau of Fire shall keep a record of the number of each license plate, the date issued, the name and address of the person for whom issued and all pedalcycle license fees collected.
(d) The Bureau of Fire shall furnish to the Bureau of Police a duplicate card showing the information set forth in subsection (c) hereof.
