No vehicle shall be operated on the following streets, roadways or alleys, or on the designated portions thereof, and the same shall be specifically and exclusively reserved for use by pedestrian traffic and shall be so appropriately designated:
That portion of an unnamed alley beginning at a point on the south right-of-way line of East State Street, such point being approximately 115 feet east from the intersection of the east line of Chestnut Avenue and the south line of State Street; thence in a southerly direction along the west right-of-way line of the unnamed alley, along City Lot 3-A-26, a distance of 95.5 feet more or less; thence in an easterly direction across such alley, a distance of ten feet to a point on the east right-of-way line of the unnamed alley, the same being the southwest corner of City Lot 3-A-29; thence north along the west line of City Lot 3-A-29 to the point of intersection with the south right-of-way line of East State Street, being a distance of approximately 94.47 feet; thence west along the south right-of-way line of East State Street a distance of ten feet to the place of beginning.
