§ 36.45  OPERATIONS.
   (A)   Purpose.  The purpose of this plan is to formulate and establish a pre-designed plan of action for dealing with major emergency situations which may occur in or near the town.  This plan further  strives to ensure all departments, agencies and resources available in the town will be used completely and efficiently.  The primary concern of this plan is to ensure the safety and welfare of the residents of the town.
   (B)   Contingencies.
      (1)   This plan takes into account the possibility the emergency may be beyond the realm of capabilities which the town has at its disposal.  It includes outside agencies who can and would assist in emergency situations.
      (2)   The town has entered into a mutual aid agreement with the following law enforcement agencies in the county:

   (C)   Types of disasters.
      (1)   Fires:

   (F)   Command Post.
      (1)   Unless otherwise designated the Command Post shall be located at the Shallotte Administrative Building located at 106 Cheers Street.  The Command Post shall be manned by an adequate number of personnel for communications.  A radio system is located at the Command Post which is capable of communicating with all responding agencies.  The telephone number for the Command Post is (910) 754-6008.
      (2)   The department head, or a delegate from each responding agency, may be required to be present at the Command Post to make any necessary decisions. 
      (3)   The responsibility of the Command Post is to coordinate the entire emergency response; insuring each agency is advised of their respective roles and to serve as a line of communications between all responding agencies.
      (4)   It is the responsibility of the Mayor to request support from outside agencies.
      (5)   Any press releases dealing with the emergency situation shall be made through the Command Post by the Mayor, or persons appointed by the Mayor.  A tape recorder must be present during any interview with the news media.

   (G)   Medical facilities.
      (1)   First responders shall have communication with the Command Post by the local Fire Department.  Through a method of triage in the field the injured persons would be sent to the designated medical facilities in the area.  The following medical facilities in our area would be used:

      (2)   Depending on the number of fatalities, a temporary morgue could be established at a site designated by the regional medical examiner’s office.
   (H)   Fuel supply.
      (1)   During emergency operations, large amounts of fuel will be used by vehicles and equipment.
      (2)   The request for such mass deliveries shall be handled through the Command Post.
   (I)   Assisting agencies.  When the emergency response needs exceed the capabilities of the town’s agencies, then outside agencies should be contacted for assistance.  Emergency Management Coordinator shall be contacted at 253-4376.  The Coordinator shall be summons to the Command Post and further request for outside assistance should be routed through the Coordinator via web EOC.
