(A) Membership and vacancies. The Planning Board shall consist of seven members. Five members shall be citizens and residents of the town and shall be appointed by the Board of Aldermen. Two members shall be citizens and residents of the extraterritorial jurisdiction of the town as described in G.S. § 160A-360 and shall be appointed by the County Board of Commissioners. Vacancies occurring for reasons other than expiration of terms shall be filled as they occur for the period of the unexpired term. Faithful attendance at the meetings of the Board is considered a prerequisite for the maintenance of membership on the Board. A vacancy shall exist on the Board if a member is absent from 25% or more of the Board’s meetings within a year. A secretary shall be appointed by the Planning Board.
(B) Terms of office and posts. The following post numbers, residency requirements, and appointment effective dates shall be assigned to each of the seven Planning Board member positions:
(1) Post 1: town resident/first Tuesday of January, odd years;
(2) Post 2: town resident/first Tuesday of January, even years;
(3) Post 3: town resident/first Tuesday of January, odd years;
(4) Post 4: town resident/first Tuesday of January, even years;
(5) Post 5: town resident/first Tuesday of January, odd years;
(6) Post 6: ETJ resident/first Tuesday of January, even years; and,
(7) Post 7: ETJ resident/first Tuesday of January, odd years.
(C) Appointments. Except for the first appointments made at the regular meeting of the Board of Aldermen on or about December 2005, which shall be made specifically for one or two-year terms, all members thereafter shall be appointed for two-year terms unless serving an unexpired term. Even-numbered posts shall serve initial two-year terms beginning on or about January 3, 2006 and ending two years thereafter in January 2008. Thereafter, even-numbered posts shall consist of two-year terms. Odd-numbered posts shall serve initial one-year terms beginning on or about January 3, 2006 and ending one year thereafter in January 2007. Thereafter, odd-numbered posts shall consist of two-year terms.
