§ 31.19  TOWN ADMINISTRATOR.
   The Board of Aldermen shall appoint a Town Administrator and he or she shall serve at the pleasure of the Board of Aldermen.
   (A)   Duties. It shall be the duty of the Town Administrator to:
      (1)   Direct and supervise the administration of all departments, employees, offices and agencies of the town, subject to the general direction and control of the Board of Aldermen, except as otherwise provided by law;
      (2)   Attend all meetings of the Board of Aldermen and recommend any measures he or she deems expedient;
      (3)   Ensure that all laws of the state, the Town Charter, and the ordinances, resolutions and regulations of the Board of Aldermen are faithfully executed within the town;
      (4)   Prepare and submit, with the assistance of the Finance Director, the town’s annual budget and capital reserve program to the Board;
      (5)   Hire, discipline and terminate all employees of the town in accordance with the town's personnel policies, except for elected officials or Board of Aldermen-appointed officials; the Town Administrator shall not terminate any department head without approval of the Board;
      (6)   Prepare and submit any report that the Board of Aldermen may require concerning the operations of town departments, offices and agencies subject to his or her direction and control; and
      (7)   Perform any other duties that may br required or authorized by the Board of Aldermen.
   (B)   Acting Administrator.  By letter filed with the Town Clerk, the Town Administrator may designate, subject to the approval of the Board of Aldermen, a qualified person to exercise his or her office during his or her temporary absence or disability.  During any temporary appointment, the Board of Aldermen may revoke the designation at any time and make another appointment until the Administrator returns or the disability ceases.
   (C)   Interim Administrator.  When the position of Town Administrator is vacant, the Board of Aldermen may designate a qualified person to exercise the powers and perform the duties of the Administrator until the vacancy is filled.
   (D)   Effective date.  Effective date of this section is January 1, 2006.
