The town’s Public Works Department, henceforth referred to as the “Department,” and the Board of Town Aldermen, henceforth referred to as the “Aldermen or Board,” shall have the charge to protect the town’s public water supply and to ensure that the benefactors of this system are assured an adequate supply of water even in times of water shortage. Water shortage can be the result of climatic conditions causing drought or it may be the result of a physical breach in the town’s water supply system (i.e., mechanical failure, cut or broken water main and the like) impeding the flow of potable or raw water supply.
