Where preliminary treatment or flow-equalizing facilities are provided for any water or wastes, they shall be maintained continuously in satisfactory and effective operation by the property owner at his or her expense. All flow control equipment, including but not limited to pumps, nozzles, wires, gates, valves and flumes, shall be subject to the approval of the approving authority.
