No person shall discharge any substances directly into an effluent pumping station or other opening in the sewer system other than through an approved building sewer, unless he or she has been issued a permit by the town. If a permit is issued for such a direct discharge, the user shall pay the applicable charges and fees and shall meet such other conditions necessary to properly treat this discharge as required by the town.
