§ 52.002  PROHIBITIONS OF DISCHARGES.
   (A)   No person shall discharge wastes to a community sanitary sewer which cause, threaten to cause or are capable of causing, either alone or by interaction with other substances:
      (1)   A fire or explosion;
      (2)   Obstruction of flow or injury to the treatment works;
      (3)   Danger to life or safety of personnel;
      (4)   A strong offensive odor that inhibits the effective maintenance or operation of the treatment works;
      (5)   Air pollution by the release of toxic or malodorous gases or noxious gas-producing substances;
      (6)   Interference with the treatment process;
      (7)   The town’s effluent or any other product of the treatment process, residues, sludges or scums, to be unsuitable for reclamation and reuse or to interfere with the reclamation process;
      (8)   A condition unacceptable to any public agency having regulatory jurisdiction over the final discharge of the town’s treatment works;
      (9)   Conditions at or near the town’s treatment works which violate any statute or any lawful rule, regulation or ordinance of any state or federal agency having jurisdiction over the town; or
      (10)   The town’s treatment works to be hydraulically overloaded or cause physical damage or injury to collection system or treatment works.
   (B)   No person shall discharge septic tank effluent or cesspool overflow to any open drain, ditch, stream or well which penetrates water bearing formations.
   (C)   This list of prohibited discharges is in addition to the pollutants of 40 C.F.R. 403.5, which are hereby included as part of this list of prohibited pollutant discharges to the sanitary sewer system.
