Only the Director of Public Works or other town employees are authorized to turn on water. If water is found to be in use without the knowledge of the Director, or without being turned on by him or her or his or her agent, or if water is used for any other purpose than that paid for, the consumer of the water shall be guilty of a violation of this chapter.
