§ 36.48  RECOVERY AND RE-ENTRY.
   (A)   Appointment of a “Post Disaster Recovery Team.”  In the event of a major storm having landfall in or near the town or whenever evacuation orders are issued, the Mayor may appoint a “Post Disaster Recovery Team.”  The total team, under the Mayor’s leadership, may consist of the following, or others in case of the potential unavailability of some team members:
      (1)   Town Board of Aldermen members;
      (2)   Town Administrator;
      (3)   Water/Sewer Director;
      (4)   Police Chief;
      (5)   County Building Inspector; and
      (6)   Fire Department Chief and Assistant Chief.
   (B)   The Mayor may appoint a Team Leader who will be responsible to the Mayor.  The base of operations will be designated by the Mayor.
   (C)   The Post Disaster Recovery Team will share responsibility for the following as the Mayor so directs:
      (1)   Establishing an overall restoration schedule;
      (2)   Setting restoration priorities;
      (3)   Determining requirements for outside assistance and requesting assistance, through the Mayor, when appropriate;
      (4)   Keeping the appropriate county and state officials informed;
      (5)   Keeping the public informed, as instructed;
      (6)   Assembling and maintaining records of actions taken and expenditures and obligations incurred;
      (7)   Recommending to the Mayor to proclaim or continue the local state of emergency if warranted;
      (8)   Commencing and coordinating cleanup, debris removal and utilities restoration which would include coordination or restoration activities undertaken by private utility companies;
      (9)   Coordinating repair and restoration of essential public facilities and services in accordance with determined priorities.  This will include contacting appropriate state, local and federal authorities;
      (10)   Assisting private businesses and individual property owners in obtaining information on the various types of assistance that might be available to them from county, state and federal agencies; and
      (11)   Immediate cleanup and debris removal as soon as practical after the storm, the Mayor or designee will direct appropriate town personnel and/or private contractors; and as necessary, request state and federal assistance to begin cleaning debris from the town’s streets.  Giving attention to streets will be the first priority, then utilities, and finally beaches.
   (D)   Re-entry.
      (1)   Re-entry after evacuation is hereby forbidden in the town until authorized by the  Mayor  of  the  town,  except  to  the Mayor and any designees as he or she may hereafter authorize, such being limited to the Town Board of Aldermen, law enforcement  officers, Water/Street Director, Fire Chief and his or her designated officers, town employees and public utility company representatives.  The Police Chief shall be hereby explicitly authorized to re-enter after evacuation as to designate those emergency personnel for re-entry deemed necessary to protect life and/or property.
      (2)   Re-entry shall be accomplished in three levels:
         (a)   Only emergency personnel;
         (b)   Property and business owners; and
         (c)   Normal traffic.
