171.02 MEMBERSHIP.

   The Tax Incentive Review Council shall consist of seven members and two alternates. Five members shall be appointed annually by the Economic Development Committee of City Council from among the Committee’s membership; one member shall be appointed by the Cuyahoga County Auditor; and one member shall be appointed by the Shaker Heights Board of Education. The County Auditor’s and School Board’s designated members shall serve until replaced by those two entities. In addition, the City’s Director of Neighborhood Revitalization shall be First Alternate and the City’s Planning Director shall be Second Alternate to the Tax Incentive Review Council. The Alternate Members shall be allowed to participate in meetings of the Tax Incentive Review Council, and shall be allowed to vote on the Council if needed in order to establish a quorum or to replace an absent member at a meeting, in the order of the First Alternate and then the Second Alternate, as necessary. An unexpired term resulting from a vacancy on the Council shall be filled in the same manner as initial appointments are made.
