159.04 TESTS OF SEWER DISCHARGES, CONNECTIONS AND DOWNSPOUTS AUTHORIZED.
   The Director of Public Works or any employee of the City designated by the Director may enter upon any lot or parcel of land within the City, open any test tee or sewer connection, and test any of the following:
   (a)   Any discharge of water or other liquid, semi-solid or solid material from a property into a stream, pond, lake, ditch, street, sewer or other conveyance, or onto another property to determine if the substance or volume is in violation of this Chapter, the City's ordinances or any rule adopted hereunder;
   (b)   Any sewer connection to determine whether or not any sewer or sewer connection is blocked on the lot or parcel of land or in the public street in front of the same and/or to determine whether the sewer connections are connected to the proper sewer system; and/or
   (c)   Any downspout or drain on or about any building, driveway or parking lot to determine whether or not the downspout or drain discharges water into a sanitary or storm sewer.
