141.11 MINORITY BUSINESS/WOMEN'S BUSINESS ENTERPRISE POLICY.

   (a)   The Mayor and the Director of Finance are hereby authorized and directed to establish and maintain a list of minority business enterprises and women's business enterprises which shall be provided to each City director.

   (b)   Where practicable, minority and women's business enterprises shall be contacted relative to participating, through formal or informal bid procedures as authorized by City ordinance, in public contracts and the provision of goods and services to the City.

   (c)   The Mayor and the Director of Finance are hereby directed to develop procedures for the documenting of minority business and women's business enterprise participation in the aforementioned bidding process, including the number of minority and women's business enterprises which have bid on public contracts or for the provision of goods and services to the City, and the number of such businesses which have been awarded such contracts or which are providing goods and services to the City.

   (d)   The Mayor and the Director of Finance are hereby further directed to prepare and provide to Council quarterly written reports relative to the City's minority business enterprise outreach efforts.
