141.06 ASSISTANT DIRECTOR OF FINANCE.

   There is created the office of Assistant Director of Finance. Such officer shall assist the Director of Finance in the administration of the Finance Department under the direction of the Director. He may execute for and on behalf of the Director of Finance such documents, contracts and obligations of the City as also require the signature of the Mayor in the absence or incapacity of the Director of Finance.
