141.04 DISPOSAL OF PERSONAL PROPERTY.
(a) The Purchasing Agent, under the direction of the Director of Purchases, shall have the power to sell or trade in personal property belonging to the City that is no longer necessary for the purposes of the City, on the instructions of the head of the department with possession of the property. The Director of Purchases shall determine the estimated fair market value of any personal property that is to be sold or traded in.
(b) Personal property of the value of two thousand dollars ($2,000) or more shall, except as provided herein, be sold only to the highest and best bidder, after advertisement for two (2) consecutive weeks in a newspaper of general circulation in the City, after advertisement and sale through the Internet, or after a live or online auction that is fairly advertised in advance.
(c) The sale of personal property to a political subdivision or a nonprofit corporation may be made without advertisement or competitive bidding even if the value is $2,000 or more, provided that such sale is authorized by ordinance of Council.
(d) Personal property may be traded in for its value, as determined by the Purchasing Agent, under the direction of the Director of Purchases, including as an exception to competitive bidding when the value of the personal property is $2,000 or more.
