138.03 DUTIES OF COMMISSION.
   The duties of the Human Relations Commission shall include, but not be limited to, the following:
   (a)   To advise the Mayor and Council, and the Superintendent of Schools and the School Board, on human relations matters;
   (b)   To educate the community in fields of human relations;
   (c)   To promote communication and understanding between institutions, citizens and citizen groups in the community;
   (d)   To act as a catalyst in improving equal opportunity in government, education, employment and housing in the community;
   (e)   To conduct research and studies in the field of human relations in an effort to equalize opportunities and lessen prejudice and discrimination based on race, color, religion, sex, age, ancestry, handicap and national origin;
   (f)   To assist and encourage all citizens in the pursuit of their rights under the laws of the United States, the State of Ohio, and the ordinances of the City of Shaker Heights;
   (g)   To cooperate with City, State, Federal and other agencies in order to promote better human relations.
