121.05 POLICE PISTOL RANGE.
   (a)   The Chief of Police is authorized to permit the use of the police pistol range so long as there is sufficient time available outside of the regular schedules for police officers and other employees of the City. The Chief of Police shall establish rules and regulations for the use of the range and a copy of such rules and regulations shall be posted in the range and given to each person using the range. Any violation of such rules and regulations shall, at the discretion of the Chief of Police, be sufficient cause to prohibit any violator from the use of the range.
   (b)   The Chief of Police may purchase targets and ammunition for use on the range and furnish same to any organization or individual at a price sufficient to cover the cost of the targets and ammunition and other costs of the City in connection therewith.
   (c)   The Chief of Police shall designate qualified members of the Police Department as range officer and assistant range officers, and the range officer or an assistant range officer shall be in attendance at all times that the range is in use, except that the Chief of Police may also appoint qualified range officers from any organized groups or agencies using the range. One of such range officers shall be in attendance at all times that any organization or agency is using the range, but shall not act as range officers for other organizations or agencies. The Chief of Police shall establish rates to be charged every group or individual using the range, to cover the cost of services of the Police Department range officer and other costs of the City in connection with the use of the range.
   (d)   The Director of Finance shall establish a special fund within the framework of the General Fund, for receipts and disbursements covering the entire operation of the police pistol range, exclusive of costs incurred for the use of the range by employees of the City.
   There shall be appropriated from the General Fund sufficient funds to establish and maintain the "Police Range Fund". Disbursements shall be made from the fund as materials and supplies are purchased by the City, and to pay the Police Department range officer and/or his assistants, if any, for overtime work.
