121.04 POLICE DEPARTMENT; ORGANIZATION, POWERS AND UNIFORMS.
   (a)   The Police Chief shall be in charge of the Police Department under the Director of Safety.
   (b)   All members of the Police Department shall have all powers provided by law of the State of Ohio for police officers of cities and shall exercise the same in such manner as may be provided by the rules of the Department and the orders of the Police Chief, Lieutenants and Sergeants. The school policemen shall also be subject to the orders of the Supervisor of School Police.
   (c)   Each member shall provide himself with suitable uniform.
   (d)   Any full-time female employee of the Police Department on duty at such times as the women's section of the City Jail is occupied by any woman prisoner shall be designated as Matron of the women's section of the Jail without additional compensation in pay. It is further provided that at times when such clerical employee is off duty and performs such duty as Matron of the City Jail, payment for such extra duty shall be at an hourly rate of pay as provided from time to time by ordinance of Council.
