121.02 MOTOR VEHICLE POUND AND TOWING.

   (a)   The Director of Safety may from time to time designate one (1) or more public garages or other premises as motor vehicle pounds.

   (b)   The Director of Safety may authorize reimbursement to the owner of any motor vehicle for towing or storing charges or for citations that have been paid to the Court in connection therewith, if he finds it to have been improperly impounded or if he finds that justice requires such reimbursement.
