113.06 PUBLISHING AND POSTING ORDINANCES AND RESOLUTIONS.
   (a)    Each ordinance or resolution, summary of an ordinance or resolution, proclamation, notice or report enacted or issued by Council that is required by law or ordinance to be published shall be published as follows:
      (1)   The document shall be published once a week for two consecutive weeks in a daily or weekly newspaper of general circulation in the City as soon as practicable after enactment.
      (2)   The document shall be published either in full text or in summary form, as set forth in the document or as determined by the Mayor if not specified in the document.
      (3)   If a summary of a document is published, the publication shall contain notice that the complete text of the document may be obtained or viewed at the office of the Clerk of Council. The Director of Law shall review any summary of a document published under this section prior to forwarding it to the Clerk for publication, to ensure that the summary is legally accurate and sufficient.
      (4)   Upon publication of a summary of a document in accordance with this section the Clerk of Council shall supply a copy of the complete text of each such document to any person upon request and may charge the normal fee for public records for each copy supplied. The Clerk shall post a copy of the text at the Clerk’s office and any other location at which documents are required by ordinance to be posted.
   (b)    Public notice shall be given of the enactment of all ordinances and resolutions passed by Council in the following manner:
   Full copies of such ordinances and resolutions shall be posted for fifteen (15) days at the following public places within the City:
      (1)   City Hall.
      (2)   Shaker Heights Public Library (Lee Road).
      (3)   Shaker Heights Public Library (Bertram Woods Branch).
