105.06 PAYROLLS.

   No officer of the City shall draw, sign or issue or authorize the drawing, signing or issuing of any warrant, order or check to pay any salary or compensation of any officer, clerk, employee or other person in the classified service of the City, unless an estimate, payroll or account for the salary or compensation containing the name of each person to be paid shall bear the certificate of the Civil Service Commission of the City, that the persons named in the estimate, payroll or account have been appointed, promoted, reduced, suspended, or laid off or are being employed in pursuance to the Charter of the City, and to the rules adopted by the Civil Service Commission.
