SECTION V-4. CIVIL SERVICE COMMISSION.
   The Civil Service Commission shall consist of three (3) electors of the City not holding other municipal office, to be appointed by the Mayor and confirmed by a majority of Council for not more than two (2) consecutive terms of six (6) years each, not including any portion of an unexpired term. The present members of the Civil Service Commission shall continue to serve until the expiration of their respective terms, and will be subject to a two (2) consecutive full term limitation except that any such member may be appointed for one (1) additional full term. A vacancy occurring during the term of any member of the Civil Service Commission shall be filled for the unexpired term in the manner authorized for an original appointment.
   The Civil Service Commission shall provide by rule for the ascertainment of merit and fitness as the basis for appointment and promotions in the service of the City, as required by the Constitution of Ohio, and for appeals from the action of the Mayor in any case of transfer, reduction or removal, and the action of the Commission on any such appeal shall be final.
   Examinations shall not be required for appointment of members of boards or commissions, heads of departments, assistants to the head of the Law Department or to the Director of Finance, secretaries to the Mayor or to the head of any department, or any other office or position requiring peculiar or exceptional qualification. Any person who shall have served this City with fidelity for at least one (1) year next preceding the taking effect of this Charter may be retained in the same or any similar position without examination. Except as herein provided, the Civil Service Commission shall determine the practicability of competitive examination for any nonelective office or employment in the service of the City. The general laws of Ohio, except the Constitution, shall not apply to the Civil Service of this City.
