SECTION II-7. CLERK OF THE COUNCIL.
   The Clerk of the Council shall be appointed by the Mayor and affirmed by a majority of Council for a two-year term coinciding with each two-year organization of Council. The Mayor shall choose the person to be appointed as the Clerk of the Council from members of the administrative staff of the City. The Clerk of the Council shall keep the records of the Council, shall authenticate all records, documents and instruments of the City on which authentication is proper and for that purpose shall have and use a seal.
