The legislative power of the City of Shaker Heights, and such other powers as may be granted by this Charter, together with such powers as are now or may hereafter be granted by general law to Boards of Control, municipal Tax Commissioners, Boards of Health, or any other municipal commission, board or body now or hereafter created, shall be vested in the Council, except as otherwise provided in this Charter.
