On the first day of January, 1976, or as soon thereafter as not less than five (5) of the duly elected, certified and qualified members of Council may attend, and every second year thereafter, the Council shall meet in the regular place of Council meeting to be sworn into office and to organize. At such organization meeting the Council shall elect one (1) member of Council as Vice-Mayor and one (1) member of Council as a member of the City Planning Commission, each to serve until the next organization meeting unless he/she shall resign from such office or cease in the meantime to be a member of Council. If the office of Vice-Mayor or Council member of the City Planning Commission becomes vacant, such office shall be filled by a majority vote of Council. (Approved by voters 11-2-99.)
