1151.19 SNOW EMERGENCY PARKING PROHIBITION.
   (a)   Whenever, during any period of twenty-four hours or less, snow falls in the City, or in any section thereof, to a depth of two inches or more, a snow emergency is automatically declared to exist, whether publicly announced or not, because vehicles parked on streets when such a depth of snow exists constitute a serious public hazard, impairing snow removal, general transportation, the movement of food, fuel and other supplies, and transport for the purpose of medical care, firefighting, medical emergencies, police protection, and other vital facilities of the City.
   (b)   All streets in the City are hereby designated as "snow emergency streets." During the period of the emergency described in subsection (a) of this Section, no person shall park or cause to be parked, permit to be parked, or abandon or leave unattended, any motor vehicle of any kind on any snow emergency street, except to the extent parking is permitted during a snow parking emergency as set forth in subsections (c) and (d) of this Section. The snow emergency on a particular street shall last until snow removal is completed on such street and snow has stopped accumulating for a period of at least three (3) hours. Owners and operators of motor vehicles shall have the responsibility of determining existing weather conditions and the depth or extent of snowfall, and to comply with emergency parking regulations when such emergency is in effect.
   (c)   If parking is otherwise permitted by law, parking is permitted during snow emergencies on streets immediately adjacent to and in the immediate vicinity of public and private school buildings, but only on days such schools are in session, and only between 7:00 a.m. and 4:00 p.m.
   (d)   If parking is otherwise permitted by law, parking is permitted during snow emergencies on streets immediately adjacent to retail commercial buildings.
   (e)   A motor vehicle parked in violation of this Section may be impounded and towed to a place designated by the Chief of Police, at the owner's expense, as set forth in Section 1103.07, in addition to the penalty provided in Chapter 1103 concerning parking infractions.
