1319.07 SPECIFIC MAINTENANCE REQUIREMENTS.
   (a)    Exterior Building Maintenance.
       (1)    Street numbers. Each structure to which a street number has been assigned shall have such number displayed in a position easily observed and readable from the public right-of-way. All numbers shall be in Arabic numerals at least three inches (76 mm) and one-half inch (13 mm) stroke.
       (2)    Structural members. All structural members shall be maintained free from deterioration, and shall be capable of safely supporting the imposed dead and live loads.
       (3)    Foundation walls. All foundation walls shall be maintained plumb and free from open cracks and breaks and shall be kept in such condition so as to prevent the entry of rats.
       (4)    Exterior walls. All exterior walls shall be free from holes, breaks, loose or rotting materials, and shall be weatherproofed and properly surface coated where required to prevent deterioration. The exterior of every building and structure shall be free of obsolete hardware and fixtures. Any exterior painted surfaces which are altered by repairs or structural alterations shall be repainted in a manner identical or compatible with the surrounding surfaces. Exterior surfaces shall be painted in compatible colors.
       (5)    Decorative features. All cornices, belt courses, corbels, terra cotta trim, wall facings and similar decorative features shall be maintained in good repair with proper anchorage and in a safe condition.
       (6)    Overhang extensions. All canopies, marquees, signs, metal awnings, stairways, fire escapes, standpipes, exhaust ducts and similar overhang extensions shall be maintained in good repair and be properly anchored so as to be kept in a safe and sound condition. When required, all exposed surfaces of metal or wood shall be protected from the elements and against decay or rust by periodic application of weather coating materials, such as paint or similar surface treatment.
       (7)    Chimneys and towers. All chimneys, cooling towers, smoke stacks, and similar appurtenances shall be maintained structurally safe and sound, and in good repair. All exposed surfaces of metal or wood shall be protected from the elements and against decay or rust by periodic application of weather-coating materials, such as paint or similar surface treatment.
       (8)    Handrails and guardrails. Every handrail and guardrail shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good condition.
       (9)    Windows. Exterior windows, whether transparent, translucent or opaque, shall be kept in good repair, clean, and free of marks, cracks, breaks, soap, wax and foreign substances. Windows shall be secured in a tight-fitting and weatherproof manner, shall be easily operable and capable of being held in position by window hardware. No exterior windows shall be permanently removed or enclosed, covered, or boarded up, unless treated as an integral part of the facade using materials and detailing compatible with the building facade and style in general. Where required under the City Building Code, such window alterations shall be approved in advance by the Architectural Board of Review.
(10)    Insect screens. During the period from May 1 to October 1, every door, window and other outside opening utilized or required for ventilation purposes, serving any structure containing habitable rooms, food preparation areas, food service areas, or any areas where products to be included or utilized in food for human consumption are processed, manufactured, packaged or stored, shall be supplied with approved tightly fitting screens of not less than sixteen mesh per inch, and every swinging door shall have a self-closing device in good working condition.
Exception: Screen doors shall not be required for out-swinging doors or other types of openings which make screening impractical, provided other approved means, such as air curtains or insect repellent fans, are employed.
(11)    Basement hatchways. Every basement hatchway shall be maintained so as to prevent the entrance of rats, rain and surface drainage water.
(12)    Guards for basement windows. Every basement window that is openable shall be supplied with ratproof shields, storm windows or other approved protection against the entry of rats.
(13)    Posters and graffiti. The exterior of all buildings and structures shall be free from all posters, handbills and graffiti.
(14)    Scaffolds. Exterior painting scaffolds or other temporary equipment used for construction, repair or maintenance, shall be maintained in good repair and shall be removed when the project is suspended for fourteen days or more and immediately upon completion of the project.
   (b)    Roofs and Drainage.
       (1)    Roofs shall be maintained in good repair and free of trash, debris and any other materials which are not a permanent part of the building or a functional element. Roofs shall be compatible with surrounding roofs in architectural style and color.
       (2)    Any new mechanical equipment placed on a roof shall be located so as to be screened from public view at street level and from adjoining properties. Screening materials shall be compatible with the exterior of the building. Any such equipment and screening shall be approved in advance by the Architectural Board of Review.
       (3)    Any false roof, mansard, or like roof element, or other auxiliary structure on the roof, shall be maintained in good repair and finished in a manner compatible with the exterior of the building.
       (4)    The roof and flashing shall be sound, tight and not have defects that admit rain. Roof drainage shall be adequate to prevent dampness or deterioration in the walls or interior portion of the structure. Roof water shall not be discharged in a manner that creates a public nuisance.
   (c)    Interior of Buildings.
       (1)    General. The interior of a structure and equipment therein shall be maintained in good repair, structurally sound and in a sanitary condition.
       (2)    Structural members. The supporting structural members of every structure shall be maintained structurally sound, and be capable of supporting the imposed loads.
       (3)    Interior surfaces. All interior surfaces, including windows and doors, shall be maintained in good, clean and sanitary condition. Peeling paint, cracked or loose plaster, decayed wood, and other defective surface conditions shall be corrected.
       (4)    Lead-based paint. Interior and exterior painted surfaces of child day care facilities, including fences and outbuildings, which contain in excess of six-hundredths of one percent (0.06%) lead by weight, shall be removed or covered in an approved manner. Any surface to be covered shall first be marked with warnings as to the lead content of such surface.
       (5)    Stairs and railings. All interior stairs and railings shall be maintained in sound condition and good repair.
       (6)    Handrails and guards. Every handrail and guardrail shall be firmly fastened and capable of supporting normally imposed loads and shall be maintained in good condition.
       (7)    Storage and display. No storage of materials, stocks or inventory shall be permitted in window display areas except when necessary in the course of changing displays. All screening of interiors as back drops to window displays shall be maintained in good repair in a clean and attractive manner. No materials may be affixed to any window for the purpose of any screening. Any permanent screening backdrop or display graphics, other than merchandise, shall be placed in an area inside the building between the front window and a line parallel to that window, shall be located six feet back of the entrance, and shall be approved in advance by the Architectural Board of Review.
