(a) This chapter establishes minimum uniform maintenance standards applicable to commercial property, including all buildings, structures and grounds.
(b) The enforcement of the provisions of this chapter is designed to achieve the following goals:
(1) Protect the public peace, health, safety and welfare;
(2) Maintain property values;
(3) Encourage the preservation of aesthetic values in accordance with the standards of the community; and
(4) Establish the responsibility of owners, operators and occupants regarding the maintenance of buildings and grounds in accordance with the provisions of this chapter.
