1173.15 LOCKED VEHICLES AND STOLEN VEHICLES.

(a) No operator of a bicycle, motorized bicycle or motorcycle shall park such vehicle on any public property within this City unless such vehicle is securely locked.

(b) No operator of a bicycle shall park such vehicle on any private property which is open to the public within this City unless such vehicle is securely locked. This subsection shall not apply to the parking of bicycles on private residential property.

(c) No person shall steal any bicycle, motorized bicycle or motorcycle, or purposely take, ride or operate any such vehicle without the consent of the owner thereof, or buy or conceal any such vehicle or a part therefor that has been stolen, knowing it to have been stolen.
