1155.06 EMPLOYEE AND OPERATOR SPACES.
   (a)   The Director of Safety, in any off-street parking lot operated by the City, may designate spaces for the parking of motor vehicles of operators and employees of business establishments or offices located in the vicinity of the lot. When such designation of spaces has been made and is posted by clearly visible signs, no person who is not an employee or operator of a business establishment or office located in the vicinity of the lot shall park any vehicle, or cause or knowingly permit any vehicle under his control to be or remain parked on any part of the parking lot so designated.
 
   (b)   The Director may cause special parking permits to be sold to any employee or operator of a business establishment or office at a price of five dollars ($5.00) for each one month period. When such special parking permit is displayed on the employee's or operator's vehicle, such employer or operator may park his vehicle in any designated portion of any off-street metered parking lot operated by the City, as determined by the Director, and shall not be deemed to be in violation of the restricted time limits on such parking meter, provided, however, that restrictions against overnight parking on such parking lots shall apply to all vehicles.
