1151.03 PROHIBITED PARKING OR STANDING PLACES.
   No person shall stand or park a vehicle, except when necessary to avoid conflict with other traffic or with the provisions of this Traffic Code, or in compliance with the directions of a police officer or a traffic control device, in any of the following places:
   (a)   On a sidewalk, tree lawn, or center strip, except a bicycle, and also excepting locations in center strip, except a bicycle, and also excepting locations in center strips where off-street parking facilities have been provided by the City;
   (b)   In front of a public or private driveway;
   (c)   Within an intersection;
   (d)   Within ten (10) feet of a fire hydrant;
   (e)   On a crosswalk;
   (f)   Within twenty (20) feet of a crosswalk at an intersection;
   (g)   Within thirty (30) feet of, and upon the approach to, any flashing beacon, stop sign or traffic control signal located at the side of a roadway;
   (h)   Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the end of a safety zone, unless a different length is indicated by a traffic control device;
   (i)   Within fifty (50) feet of the nearest rail of a railroad crossing;
   (j)   Within twenty (20) feet of a driveway entrance to any fire station and, on the side of the street opposite the entrance to any fire station, within seventy-five (75) feet of the entrance when properly sign-posted;
   (k)   Alongside or opposite any street excavation or obstruction when such standing or parking would obstruct traffic;
   (l)   Alongside any vehicle stopped or parked at the edge or curb of a street;
   (m)   Upon any bridge or other elevated structure upon a highway or within a highway tunnel;
   (n)   At any place where signs prohibit stopping, standing or parking, or where the curbing is painted yellow, or at any place in excess of the maximum time limited by signs;
   (o)   Within one foot of another parked vehicle, except when authorized in connection with the operation of a double parking meter;
   (p)   In any driveway used by more than one family or tenant, or used for business purposes so as to obstruct the use of such driveway by other persons entitled thereto or within twenty (20) feet of a building housing more than two families or used for business, except for the purpose and during the time reasonably necessary for loading or dicharging merchandise or passengers; provided, that the Chief of the Fire Department, on application by the owner of any property affected by this subsection, if he finds that parking without limitations of this subsection shall not increase the fire hazards on the premises or building affected, may permit parking nearer to buildings than is povided in this subsection, but such permit shall state what parking is permitted and shall be revocable at any time in the discretion of the Chief of the Fire Department;
   (q)   Upon any private property within this City, except upon driveways, parking lots, in garages, or in an area improved for vehicular use.
