741.10 REGULATIONS AS TO PARK LANDS; RECREATION.
   (a)   All park lands owned or leased by or under the control of the City shall be closed to public use between the hours of 10:00 p.m. and 7:00 a.m. or whatever other time is posted and no person shall enter into or remain upon such park lands between such hours, provided, however, that individuals, organizations and groups to whom a permit to use Horseshoe Lake Park has been issued pursuant to regulations promulgated by the Director of Public Service may use Horseshoe Lake Park in accordance with the terms and conditions of such permit, and provided further that individuals, organizations and groups to whom a permit to use Thornton Park has been issued by the City pursuant to rules and regulations promulgated by the Director of Recreation may use Thornton Park in accordance with the terms and conditions of such permit.
   (b)   The Director of Public Works is hereby authorized to promulgate rules and regulations covering the use and protection of the park lands owned or leased by or under the control of the City, other than Thornton Park property under the supervision of the Director of Recreation. Rules and regulations of the Director of Public Works shall include provision of the issuance of permits to individuals, organizations, and groups for the use of Horseshoe Lake Park. Such rules and regulations shall be consistent with and supplementary to all of the provisions of the Codified Ordinances, and consistent with the provisions of any lease, agreement or restrictions covering any of such park lands.    (c)   The Director of Recreation is hereby authorized to promulgate rules and regulations covering the use and protection of Thornton Park, public property used in conjunction with Recreation Department programs, and governing the conduct of persons participating in such programs. Such rules and regulations shall be consistent with and supplementary to all of the provisions of the Codified Ordinances, and consistent with the provisions of any lease, agreement or restrictions covering any public property.
   (d)   Any rule or regulation promulgated by the Director of Public Works or the Director of Recreation pursuant to this section shall be filed in the office of the Clerk of Council and be available for public inspection for a period of thirty (30) days. A copy of the rule or regulation shall also be posted conspicuously in City Hall and other public areas of City-owned buildings as determined by the Clerk of Council. No Council approval of any rule or regulation so promulgated shall be required unless a written objection is filed with the Clerk of Council within such thirty (30) day period.
   (e)   No person shall hunt, fish, trap, swim, boat or engage in any other kindred sport or activity upon or within Green Lake or Marshall Lake or the adjacent property owned by this City. (Ord. 92-130. Enacted 7-27-92.)
