531.14 DUTY OF DEALER IN SECONDHAND ARTICLES.
   (a)   A person purchasing, exchanging or receiving, for purposes of resale, secondhand articles of any kind shall keep a separate book, open to inspection by any law enforcement officer, in which shall be written, in the English language, at the time of the purchase or exchange of such articles, the description thereof, the name, description, and residence of the person from whom the articles were purchased and/or received, along with the day and hour when such purchase or exchange was made.
   (b)   Any person, prior to purchasing any secondhand article for the purpose of resale to the general public, shall demand to examine the seller’s driver’s license, identification card issued under Ohio R.C. 4507.50 to 4507.52, a photo-identification card, or other type of card typically used for identification purposes.
   (c)   The purchaser shall retain the written record required in subsection (a) above, for at least one year and shall make such records available for inspection by any law enforcement officer at all reasonable times.
   (d)   Whoever violates this section shall be fined not less than twenty-five dollars ($25.00) nor more than one thousand dollars ($1,000) and the costs of prosecution.
