531.02 LICENSE REQUIRED; APPLICATION.

   No person, firm or corporation shall engage in or carry on the business of a pawnbroker in the City until he has first obtained a license to engage in and carry on such business. Every applicant for a license shall make an application in writing to the Mayor, which application shall set forth the name under which the business is to be conducted, the name and residence address of every person interested in such business and the location at which the business is to be carried on. The application shall be made by the person who is to carry on the business and shall contain references of at least two (2) other residents of the City as to the character of the applicant.
