517.09 APPEAL TO COUNCIL; HEARING AND DECISION.

In case of the refusal to issue a permit or renew a permit or upon revocation or suspension of a permit by the Director of Safety, the applicant or permittee may appeal from such order to Council. Notice of such appeal shall be in writing and shall be filed with the Clerk of Council within ten (10) days after the making of such order. The Council within seven (7) days after the filing of such notice shall proceed with the hearing of such appeal, at which hearing interested persons shall be afforded an opportunity to be heard. The Council shall affirm, modify or annul such order from which the appeal has been perfected. The finding of Council shall be final.
