   (a)   The Director of Building and Housing shall cause each applicant for a master's or journeyman's license to be examined as to his character, training and experience, and if the Director finds that the applicant is qualified to engage in the business or work for which he seeks a license, he shall cause such license to be issued.

The company issuing such insurance and the insurance contract shall be subject to approval of the Director of Law.
   (c)   The Director of Building and Housing may cause a master's or journeyman's license to be issued to any person who has passed an examination given by any other public authority which, in the opinion of the Director, indicates that the applicant is qualified as required by this section.
