(A) A regulation and restriction shall be implemented upon a declaration of necessity, prepared, executed, and submitted by the Fire Chief to the city.
(B) The declaration of necessity will describe the nature of the necessity (i.e., extreme fire danger), the applicable regulations and the proposed duration of the application of the regulations restricting activities injurious to public health and safety.
