(A) The City Council may designate certain parking spaces within the city as reserved or restricted for the handicapped, and when spaces are so reserved or restricted, by a resolution of the Council duly entered of record, and when official signs are so erected, indicating those restrictions or reservation, no persons other than the handicapped, shall park any vehicle in that space, or those spaces, in violation of the official sign designating the reserved or restricted area.

(B) The parking spaces set forth in Ch. 75, Sch. III, shall be designated as prohibited parking areas for all vehicles except those specifically marked by appropriate licensing as for handicapped persons. It shall be unlawful for any person to park, or permit to remain standing, any motor vehicle at these locations unless that vehicle is designated as licensed for a handicapped person.
