SCHEDULE III. HANDICAPPED PARKING SPACES.
   The following parking spaces shall be designated as prohibited parking areas for all vehicles except those specifically marked by appropriate licensing as for handicapped persons. It shall be unlawful for any person to park, or permit to remain standing, any motor vehicle at the following locations unless that vehicle is designated as licensed for a handicapped person.
