§ 151.59 ADMINISTRATIVE OFFICER; ADDRESS ASSIGNMENT.
   (A)   The city Building Commissioner shall act as the Administrative Officer (hereinafter referred to as “Administrative Officer”) in charge of issuing addresses to houses and structures, renumber houses and structures whenever it becomes necessary to do so in the implementation of the uniform system, and cause the numbering of all existing homes or structures which are not numbered to be numbered in accordance with the provisions of this subchapter. Barns, sheds, and out-buildings not used for habitation or business shall not be numbered.
   (B)   The Administrative Officer may establish written guidelines to use in implementing this subchapter and may amend those guidelines from time to time, subject to prior approval of the City Council.
   (C)   The Administrative Officer may, if he or she deems proper and necessary for the implementation of the uniform numbering system, assign numbers to houses or structures that are situated on private streets or roads within the jurisdictional area of the city Plan Commission.
   (D)   From the effective date of this subchapter, the numbering of all houses and structures located on lots or parcels of land abutting public streets or roads within the jurisdictional area of the city Plan Commission shall be accomplished in conformity with the uniform numbering system as herein described. At the time of the issuance of any permit for the construction of a house or structure, a number shall be assigned by the Administrative Officer to that house or structure as herein provided. This number shall be included on the permit, and no permit authorizing the occupancy of a house or structure shall be issued and no final inspection of a building performed for the purpose of permitting its occupancy shall be deemed complete unless that house or structure displays, at the time of inspection, the officially assigned number in full compliance with the standards of this subchapter.
   (E)   Houses and structures that were numbered prior to the effective date of this subchapter shall be renumbered, to the extent practicable, in order that the same may comply with the uniform numbering system and so that the numerical harmony throughout an area or areas is substantially achieved. The city Building Commissioner shall authorize these changes.
   (F)   Houses and structures located within the city shall retain the system of numbering previously used by the city as described in § 151.56 of this code, the city numbering plan. Houses and structures located within the two-mile jurisdictional area of the city Plan Commission shall be renumbered in order to comply with the uniform numbering system.
   (G)   Houses and structures constructed subsequent to the effective date of this subchapter shall utilize the uniform numbering system.
   (H)   The Administrative Officer shall provide a uniform system of notification of the issuance of numbers or the renumbering of houses and structures. Notification shall be made reasonably ahead of impending changes so as to allow interest groups and agencies to plan and to prepare for proposed changes. The Administrative Officer shall keep accurate records and shall, from time to time, prepare and make available to the City Council a report of the status of the implementation of the uniform numbering system. In the assignment of house numbers, the Administrative Officer shall use his or her best judgment and shall carefully consider and evaluate all contingencies and shall, with due regard to the sensitive nature of the job assigned to the office, be considerate of the citizens of the county.
