§ 151.56 CITY NUMBERING PLAN.
   (A)   For all streets extending north and south through the city, the numbers shall begin at the Baltimore and Ohio (B & O) Railroad, and on all streets extending east and west through the city the numbers shall begin at the Pennsylvania Railroad.
   (B)   All of that part of the city that is north of the B & O Railroad shall be designated as north and all that part that is south of that railroad shall be designated as south. All that part of the city that is east of the Pennsylvania Railroad shall be designated as east, and all that part that is west of that railroad shall be designated as west.
   (C)   The numbering of the houses shall begin at the railroads, the first block nearest the railroad on each street using the numbers from 101 to 200, the next block using the numbers from 201 to 300, and so on, each block representing 100 numbers. On all streets extending east and west on the east side of the railroad the even numbers shall be on the south side thereof and the odd numbers shall be on the north side thereof. On the west side of the railroad the even numbers shall be on the north side thereof, and the odd numbers on the south side thereof. On all streets that extend north and south through the city on the north side of the railroad, the even numbers shall be on the east side thereof and the odd numbers shall be on the west side thereof. On the south side of the railroad, the even numbers shall be on the west side thereof and the odd numbers shall be on the east side thereof. Each tract of ground with a 25-foot frontage shall represent a number.
