§ 115.02 BIDS FOR FRANCHISE.
   Pursuant to the authority granted in § 115.01 above, the Board of Public Works and Safety shall, as by law required, advertise for bids on the furnishing of the services, as hereinafter detailed, and upon the acceptance by the Board of the bid which, in its opinion, is the best as determined by the following requirements and conditions of this chapter, the Board of Public Works and Safety shall grant a franchise, license, and right to construct, erect, maintain, and use wires, lines, cables, conduits, poles, appur- tenances thereto, and attachments or equipment thereto, over and along any street, alley, or other public way or right-of-way within the city, as may be necessary for the construction and operation of a subscription system for the transmission and distribution of television and radio signal reception impulses to the inhabitants of the city, residing exclusively within its corporate boundaries as they now exist, or as they may be hereafter extended, for a determinate period not in excess of 20 years.
